WHEREAS, Hon. Ronaldo Bayan Zamora was elected Congressman of the City of San Juan after winning in the 2013, 2016 and 2019 Elections;
WHEREAS, Congressman Zamora was born to a family with a long tradition in politics and public service with profound interest in national and civic affairs. He is the Executive Secretary in the Estrada Administration and was known as the “Little President”. He was responsible in running of the Office of the President, one of the largest and most important line departments in the Philippine Government;
WHEREAS, his school record is one of his outstanding achievements. He is a graduate of the University of the Philippines, At 18 years old, he was the youngest Editor-in-Chief of the student newspaper, The Philippine Collegian. In 1965, he graduated Bachelor of Arts, majoring in Political Science, as magna cum laude and in 1969, Bachelor of Law, as magna cum laude as well. The valedictorian of his law class, which included such luminaries as Sen. Miriam Defensor Santiago and Sen. Franklin Drilon, he took first place in the national bar examinations of 1969, topping several thousand examinees;
WHEREAS, Congressman Zamora started his government service in 1965, even while he was in the law school. In 1972, he was awarded by the Philippines Jaycees as one of the country’s Ten Outstanding Young Men (TOYM), along with President Joseph Estrada and eight other young leaders that year;
WHEREAS, Congressman Zamora was first elected to the Philippine Legislature in 1978, as an Assemblyman in the Batasang Pambansa. In 1981, he became a member of the Executive Committee, which was at that time, the successor institution to the Presidency of the Philippines. Under the 1986 Constitution, he was elected to the Eighth until the Tenth Congress, the Twelfth to the Thirteenth Congress and served as Majority Leader or Minority Leader of the House of Representatives at various times;
WHEREAS, in his long years as a member of Congress, he has sponsored landmark legislations such as the Comprehensive Agrarian Reform Law, the law creating the Autonomous Region of Muslim Mindanao, and the law creating the Bangko Sentral ng Pilipinas. He authored the two bills creating the highly urbanized cities of Mandaluyong and San Juan, both cities which he had represented in the Batasang Pambansaand in Congress. He wrote and sponsored the original laws defining impeachment, rendering the country’s highest public officials accountable to the sovereign people; encouraging political and electoral reforms; promoting local autonomy; expanding the salary standardization program for school teachers, soldiers and policemen, and other public employees; strengthening program for legal protection given to subdivision and condominium buyers; promoting low-cost housing as the primary component of a national shelter program; and providing better health care for his district and the nation.
WHEREAS, throughout his tenure as Congressman of San Juan City, he had many projects beneficial to the city as well as to its constituency and allotted most of his budget in the development of San Juan.To mention a few Congressman Zamora is responsible for the:
1. Seed money for the San Juan Medical Center
2. Seed money for the San Juan Museum
3. El Deposito to become a Museum
4. Seven (7) Storey Government Center
5. Batis Elementary School now AMA
6. Service vehicle for the Twenty One (21) Barangays of San Juan
7. Re-development of the San Juan Pinaglabanan Shrine
8. Repair and renovation of all Barangay Halls and upgrading of wooden basketball covered courts.
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF SAN JUAN, METRO MANILA, in a session duly assembled, TO EXPRESS THE CITY GOVERNMENT’S HEARTFELT GRATITUDE TO HON. CONGRESSMAN RONALDO B. ZAMORA FOR THE SUCCESSFUL FULFILLMENT OF HIS TERM (2013-2022) AS CONGRESSMAN OF THE CITY OF SAN JUAN.
RESOLVED FURTHER, that a plaque of this Resolution be furnished to Hon. Congressman Ronaldo B. Zamora and the DILG-San Juan respectively.
