WHEREAS, Section 16 of the Local Government Code of 1991 provides that every local government unit shall, among things, promote the health, safety and preserve the comfort and convenience of their inhabitants;
WHEREAS, Republic Act No. 7719, otherwise known as the National Blood Service Act of 1994 was passed on May 1994;
WHEREAS, St. Luke’s Medical Center (Global City) has the capability and resources to provide medical facilities and such services in order to assist the City Government of San Juan in its mandate of giving quality health care to its constituents;
WHEREAS, St. Luke’s Medical Center (Global City) and the City Government of San Juan envision of helping the citizens of San Juan in its medical by institutionalizing a voluntary donation activity within the City of San Juan;
WHEREAS, the City Legal Officer has certified that the MOA is in order and not contrary to existing laws, rules and regulations;
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF SAN JUAN, AND BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, in a session duly assembled, to authorize the City Mayor Francisco Javier M. Zamora, to enter into a MOA with St. Luke’s Medical Center (Global City), for the implementation of blood donation activity within the City of San Juan;
RESOLVED FURTHER, that the authority, issuance and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules and regulations.
