WHEREAS, Article XIII, Section 11 of the 1987 Philippine Constitution mandates that the State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at an affordable cost;
WHEREAS, the State shall endeavor to provide free medical care to paupers and prioritize the needs of the underprivileged, sick, elderly, disabled, women and children;
WHEREAS, health is one of the priorities of the Philippine Development Plan consistent with the health-related Sustainable Development Goals (SGDs), namely: Good Health and Well-Being, Clean Water and Sanitation, Reduced Inequalities and Climate Action;
WHEREAS, the Philippine Agenda focuses on the attainment of health-related SDGs, financial risk protection, better health outcomes, and the responsiveness of the health system;
WHEREAS, with the rising cost of health care in the country, lives are lost and otherwise curable or preventable diseases worsen due to patient’s inability to gain access to adequate hospital care, purchase of prescription drugs and medical supplies/devises vital in restoring and maintaining health;
WHEREAS, cognizant of this pressing concern vis-à-vis the government’s obligation to prioritize the health and well-being of the people, the Office of the President will allocated Fifty Million Pesos (Php 50,000,000.0)) for prescription medicines, medical supplies/devices and diagnostic tests and other hospital care medical services, and support to indigent, vulnerable, and disadvantaged patients;
WHEREAS, the City Legal Officer has certified that the MOA is in order and not contrary to existing laws, rules and regulations;
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVEDBY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF SAN JUAN, AND BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, in a session duly assembled, to authorize the City Mayor Francisco Javier M. Zamora, to enter into a MOA with the Office of the Presidentfor the implementation and allocation of Fifty Million Pesos (Php 50,000,000.00) for prescription medicines, medical supplies/devices and diagnostic tests and other hospital care medical services, and support to indigent, vulnerable, and disadvantaged patients;
RESOLVED FURTHER, that the authority, issuance and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules and regulations.
