WHEREAS, R.A. No. 9485 also known as the “Anti-Red Tape Act of 2007 (ARTA LAW) mandated for the formulation of Citizen’s Charter in every LGU and other government agencies to expedite all government transactions and provide efficient services to clients;

WHEREAS, ARTA LAW promotes integrity, accountability, proper management of public affairs and public property as well as to establish effective practices aimed at the prevention of graft and corruption in government;

WHEREAS, Section 6 of the Act, mandates all government agencies including department, bureaus, offices, instrumentalities or government-owned and/or controlled corporations, or local government or district units to set up their respective service standards to be known as the Citizen’s Charter;

WHEREAS, the Citizen’s Charter aims to promote integrity and accountability of the City Government officials and employees by exercising transparency in their processing of transactions requested by the general public.

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF SAN JUAN, AND BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, in a session duly assembled, ratifies the Citizen’s Charter of the City Government of San Juan;

RESOLVED FURTHER, that the authority, issuance and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules and regulations.
