WHEREAS, the Local Government Units (LGUs), as provided under Republic Ac No. 7160, otherwise known as the Local Government Code of 1991, assume the primary responsibility of providing basic services and facilities and the improvements of quality of live for their constituents through the implementation of programs and projects;
WHEREAS, pursuant to Section 11, Article XIII of the 1987 Philippine Constitution, it is the policy of the State to adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all people at affordable costs;
WHEREAS, by virtue of Section 33 of Republic Act No. 7160, the provision of basic health services and facilities is one of the core duties and function vested upon all LGUs, and that LGUs may group themselves, consolidate or coordinate their efforts, services, and resources for purposes commonly beneficial to them;
WHEREAS, conscious of the endeavor to integrate local health systems into city-wide health systems to ensure the effective and efficient delivery of population based and individual-based health services, by virtue of Section 19 of Republic Act No. 11223, otherwise known as the Universal Health Care (UHC) Act of 2019;
WHEREAS, recognizing that the UHC Act seeks to address health system fragmentation and to reorient the health system towards primary health care, primarily through the integration of local health systems into city-wide health systems;
WHEREAS, after a thorough deliberation, the members of this Honorable Body are of the consensus to approve the said matter;
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod of the City of San Juan, Metro Manila, in a session duly assembled, to support the intent of the City Government of San Juan to be part of the Integration Site on the implementation of Universal Health Care;
RESOLVED FURTHER, to send copies of this Resolution to the Office of the City Mayor, Office of the Secretary of the Department of Health, Office of the City Health Officer, DILG-San Juan City Field Office, and other offices concerned for their information and appropriate action.
