WHEREAS, the DOH-MMCHD as an office of the DOH is mandated to ensure the provision of equitable and accessible quality healthcare for all Filipinos through the Health Care Facilities Enhancement Program (HFEP);
WHEREAS,the aim of the HEFP is to achieve the country’s overall health system goals which are mainly to improve health outcomes, provide financial risk protection and responsiveness. The HFEP for the Fiscal Year 2022 is guided by DOH’s FOURmula One Plus for Health (F1 Plus) for the implementation of Republic Act No. 11223 otherwise known as the Universal Health Care Law;
WHEREAS, the approved budget for the HFEP under Republic Act. No. 11639 or the General Appropriations Act (GAA) of 2022 is apportioned for the purchase of medical equipment for DOH Hospitals, Local Government Units (LGUs) hospitals, Rural Health Units (RHU) and Barangay Health Station (BHS). The GAA also includes the approved fund for the procurement of medical transport vehicles for the LGU health facilities;
WHEREAS, DOH through the HFEP for 2022, has appropriated the amount of Ten Million Pesos (Php 10,000,000.00) for the repair, improvement and renovation of San Juan Medical Center;
WHEREAS, the City Legal Officer has certified that the MOA is in order and not contrary to existing laws, rules and regulations;
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVEDBY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF SAN JUAN, AND BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, in a session duly assembled, to authorize the City Mayor Francisco Javier M. Zamora, to enter into a MOA with DOH-MMCHD;
RESOLVED FURTHER, that the authority, issuance and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules and regulations.
