WHEREAS, the cervical cancer is a dreaded but preventable disease affecting the socio-economic lives of Filipinos. Cervical Cancer has always been a potential risk to Filipinos who because of lack of information, may unknowingly be adversely affecting the health and safety of their loved ones-wives, husbands and offspring, because of the contagious nature of the virus causing the disease;
WHEREAS, the HHDF as an advocacy group that aims to eliminate Cervical Cancer in the Philippines, has the expertise and capabilities to provide the HPV-DNA Screening tests, educational lectures on prevention as well as on particular early treatment of precancerous lesions using Thermal Ablation Technology through the Scale Up Cervical Cancer Elimination with Secondary Prevention Strategy (SUCCESS) Program;
WHEREAS, the HHDF works with its partners, Evangelista Medical Specialty Hospital, Inc. (EMSHI), Johns Hopkins Program for International Education in Obstetrics & Gynecology (JHPIEGO) – an affiliate of John Hopkins University which is the lead entity for the implementation of the SUCCESS Program, and the SUCCESS consortium composed of Expertise France, Union for International Cancer Control (UICC) and UNITAID which works through shared responsibilities for the components of the project;
WHEREAS, the City Government of San Juan conducts cervical cancer screening activities for its constituency that is aligned with the HHDF’s mission and vision which is to improve the quality of health care services to Filipinos and consequently in this case, bring about a better quality of life outcome and socio-economic productivity to the people of San Juan City;
WHEREAS, the HHDF recognizes that there is a need to engage in private-public partnership with the City Government of San Juan in order to create a collaborative and synergistic approach in providing information and educational campaign for the prevention, treatment and elimination of cervical cancer through the Scale Up Cervical Cancer Elimination with Secondary Prevention Strategy (SUCCESS) Program for women in San Juan City, Metro Manila, Philippines;
WHEREAS, the City Legal Officer has certified that the MOA is in order and not contrary to existing laws, rules and regulations;
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod of the City of San Juan, Metro Manila, in a session duly assembled, to authorize the City Mayor to enter into a MOA with HHDF;
RESOLVED FURTHER, that the authority, issuance and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules and regulations.
