CITY RESOLUTION NO. 82

WHEREAS, Republic Act (RA) No. 11639, or the General Appropriations Act (GAA) for Fiscal Year 2022, provides the basis for the release of funds for the grant of COVID-19 benefits for public and private health workers and non-health care workers, regardless of employment status, who are involved in COVID-19 response in all health facilities including military hospitals, government-owned and controlled corporations (GOCCs), state university hospitals, and private health facilities licensed by DOH;
WHEREAS, FY 2022 GAA Special Provision, specifically Section 14 thereof, allocated the fund for the COVID-19 benefits that shall be used on the risk exposure of health care workers and non-health care workers in a particular setting;
WHEREAS, the DOH Administrative Order (AO) No. 2022-0001 dated January 14, 2022, or the “Guidelines for COVID-19 Risk Exposure Classification of Health Care Workers”. Was issued to set the parameters for determining the risk exposure of personnel in COVID-19 response-involved health facilities;
WHEREAS, the Department of Budget and Management (DBM) and DOH issued Joint Circular (JC) No. 2022-0001, dated February 10, 2022, or “providing the guidelines for the grant of One COVID-19 Allowance (OCA) for public and private health care workers and non-health workers, particularly requiring the LGU and DOH-MMCHD to enter into an Agreement;
WHEREAS, the City Legal Officer has certified that the MOA is in order and not contrary to existing laws, rules and regulations;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF SAN JUAN, AND BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, in a session duly assembled, to authorize the City Mayor Francisco Javier M. Zamora, to enter into a MOA with DOH-MMCHD for the implementation and payment of the One COVID-19 Allowance (OCA) benefits to the eligible health care workers and non-health care workers of the San Juan City Health Facilities.
RESOLVED FURTHER, that the authority, issuance and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules and regulations.
