CITY RESOLUTION NO. 85
Series of 2022
WHEREAS, Mr. Lance Mikhail Osabel Liao, 22 years old is a resident of 5-D Salamat Street, Barangay Onse, San Juan City, Metro Manila. He graduated as Cum Laude for Bachelor of Arts in Communication at the University of Sto. Tomas (UST) España, Manila, and was given recognition during the university’s commencement exercises held on June 10, 2022;
WHEREAS, in addition, the said achiever made it to the 1st rank in a class of more than 210 students and obtained the General Weighted Average (GWA) rating of 1.47 and no recorded grade lower than 1.75;
WHEREAS, Mr. Lance Mikhail Osabel Liao, is the son of hardworking parents, Mr. Wilmark M. Liao and Ms. Madonna O. Liao, who would give anything to make sure their child will get a proper education;
WHEREAS, Mr. Lance Mikhail Osabel Liao has earned the respect and admiration of the members of the 6th City Council and the people of San Juan. Likewise, he serves as a fine example and inspiration for the youth to emulate and excel in their chosen fields of endeavor;
WHEREAS, being a San Juañeno achiever who gives pride and glory to our City, it is only proper that her academic accomplishment be recognized by her hometown;
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod of the City of San Juan, Metro Manila, in a session duly assembled, to CONGRATULATE AND GIVE SPECIAL CITATION TO MR. LANCE MIKHAIL OSABEL LIAO FOR HIS ACHIEVEMENT AS CUM LAUDE FOR BACHELOR OF ARTS IN COMMUNICATION AT THE UNIVERSITY OF STO. TOMAS (UST) ESPAÑA, MANILA FOR SCHOOL YEAR 2021-2022.
RESOLVED FINALLY, that a certificate of recognition and a copy of this Resolution be given to MR. LANCE MIKHAIL OSABEL LIAO during one of the regular sessions of the City Council.
