WHEREAS, Section 11, Article XIII of the 1987 Philippine Constitution provides, among others, that the State shall adopt an integrated and comprehensive approach to health development, which shall endeavor to make essential goods, health and social services available to all people at affordable cost;
WHEREAS, Republic Act No. 7160, otherwise known as the “Local Government Code of 1991” mandated the devolution of the delivery of health services and facilities as one of the basic functions and responsibilities of all Local Government Units (LGUs) at all levels;
WHEREAS, Section 22 of Republic Act No. 11223, otherwise known as the “Universal Health Care (UHC) Act 2019” mandated the National Government to make available commensurate financial and non-financial matching grants, including capital outlay, human resources for health and health commodities, to improve the functionality of province-wide and city-wide health systems, provides that the grants shall be in accordance with the approved province-wide and city-wide health investment plan;
WHEREAS, the Formula One Plus for Health is the strategic framework for Health Sector Reform to attain the goals outlined by the Philippine Government in the Philippine Development Plan, the Sustainable Development Goals, and The Ambisyon Natin 2040, specifically for the health sector, goals of better health outcomes, more equitable health care financing, and more responsive health system;
WHEREAS, the City of San Juan has agreed to implement health sector reforms consistent with the UHC Act and the Formula One Plus for Health and has proven its capacity to utilize investment and sustain the reform process, among others;
WHEREAS, the Local Investment Plan for Health (LIPH) is the key instrument in forging the DOH and LGU partnership to carry out the Formula One Plus for Health, and technical assistance from the DOH shall be consolidated and matched with the needs outlined in the LIPH;
WHEREAS, the implementation of the LIPH is translated through the AOP;
WHEREAS, the City Legal Officer has certified that the Terms of Partnership is in order and not contrary to existing laws, rules and regulations;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVEDBY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF SAN JUAN, AND BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, in a session duly assembled, to authorize the City Mayor Francisco Javier M. Zamora, to enter into and sign the Terms of Partnership with DOH-MMCHD for the implementation of the Approved 2022 AOP;
RESOLVED FURTHER, that the authority, issuance and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules and regulations.
