WHEREAS, DENR-EMB has freely and voluntarily given, transferred, and conveyed by way of donation to the City Government of San Juan the following:

1.Plastic Shredder Machine

a. Input Capacity: able to shred assorted waste plastic (PET, HDPE, LDPE, PP, PS and the like) with a minimum loading rate of 250 kilograms/hour;

b. Power: Electric Motor with 5hp, Single Phase, 220 Volts, 60Hertz;

c. Shredding Blades:

-Type: Swing, Rotary

·Material: Tool Steel

d. Equipped with Lift-type Screw Conveyor capable of transferring shredded plastic waste material powered by a 2hp-electric motor

2. Plastic Washer

a. Capacity: Must be able to wash shredded plastic materials at a minimum rate of two hundred fifty (25) kilograms/hour;

b. Power: 1 unit, Gear-motor for a agitator, screw conveyor and sludge screw conveyor of 3hp, Single Phase, 220 volts, 60Hz;

c. Equipped with Lift-type Screw Conveyor capable of transferring washed plastic material powered by a 2hp-electric motor;

3. Plastic Dryer Machine

a. Capacity: Able to dry the shredded plastic materials from the washer at a minimum loading rate of 250 kilograms/hour;

b. Power: 5hp, Single Phase, 220 Volts, 60 Hz;

c. Type: Screw-type feeder integrated with paddle type water expeller and a suction blower on a single shaft.

4. Plastic Extruder (2 units)

a. Capacity: 100kg per hour per unit

b. Power: 5hp, Single Phase, 220 Volts, 60Hz

c. Heaters: Equipped with Heater Bands

d. Inclusions: Thermocouple and Thermo-controller with Die Head Screen

e. Control: Electrical Control Panel Switch

5. Hydraulic Press Machine (2 units)

a. Capacity: 20 Tons per unit at 70% of pump capcity

b. Power: 5hp, Single Phase, 220 Volts, 60Hz

c. Hydraulic Pump: Vane Type Pump with Built-in Pressure Relief Value & Flow Control Regulator

d. Electrical Control Panel Switch with Manual & Auto Reverse

6. Cooling Tubs (2 units)

7. Plastic Chair Molds

·One set of plastic chair molds

8. Pollution Control System

a. AIR: The extruder is equipped with an adequate pollution control system with a performance reduction ranging from 80%-90% based on the DENR emission standard

Included are:

·1 set Cylindrical Gas Reducer

·1 set Wet Cylindrical Scrubber

·1-unit Metal Drum

b. WATER: Wastewater coming from plastic washer, plastic dryer and cooling tubs, passes thru a series of treatment stages to reduce the sludge, micro plastics and the like, and recycle the treated water back to the process. No untreated wastewater shall be discharges

Included are:

·1 set settling process minimum of 4 stages

·1-unit Rapid Sand Filter

9. Accessories

Must provide Personal Protective Equipment (PPE) per set which includes but not limited to the following:

a) Five (5) hard hats

b) Five (5) industrial gloves

c) Five (5) industrial googles

d) Five (5) chemical respirator gas masks

e) Five (5) ear plugs

f) Five (5) rubber boots

10. Tools and parts per set

a) One-unit Grease Gun

b) 2 boxes Stainless Steel Sprocket chain for screw conveyors

c) 1 set bearings for plastic washer machine

d) 1 set bearings for plastic dryer machine

e) 1-unit toolbox with one wrench for each type or size of bolt used in the machines

f) 1 set of v-belts for plastic shredder and plastic dryer

g) One (1) replacement stainless steel sheet with a minimum of 4mm diameter perforation

h) Two (2) units Electric Drill

a) Two (2) units Electric Planer

b) Two (2) sets 4” Handy Grinder

c) Four (4) units of Bar Clamps

d) Two (2) units Sharp Cutting Knife

e) Two (2) units Ball-peen Hammer

f) Two (2) units Bench Grinder, 250w, 220V

g) Two (2) rubber mallet

WHEREAS, the City Legal Officer has certified that the Deed of Donation is in order and not contrary to existing laws, rules and regulations;

NOW THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED by the Sangguniang Panlungsod of the City of San Juan, in a session duly assembled, to accept, for and in behalf of the City Government of San Juan the donation of DENR-EMB and to sign the Deed of Donation.

RESOLVED FURTHER, that the authority, issuance and approval hereof is subject and conditioned upon compliance to certain restrictions and to all existing laws, circulars, rules and regulations.
