WHEREAS, Sec. 152 (b), (d) of Art. IV of Republic Act 7160, otherwise known as the Local Government Code of 1991, provides the barangay service fees and charges in connection with the regulations or the use of barangay-owned properties or service facilities and the barangay may levy reasonable fees and charges;

WHEREAS, Barangay West Crame Council sees the reality of the parking and traffic issues of barangay, incurs from the implementation of Road Clearing Operations since DILG Memorandum Circular 2019-121, DILG Memorandum Circular 2020-027 and DILG Memorandum Circular 2022-085;

WHEREAS, Barangay Council of West Crame has conducted a series of hearings/ public hearings before its constituents and has approved Barangay Ordinance No. 02, Series of 2022;

WHEREAS, the Committee on Barangay Affairs and Ways & Means of the Sanggunaing Panlungsod has conducted a joint hearing on August 18, 2022 to review and scrutinize the submitted barangay ordinance;

WHEREAS, upon thorough deliberation, the committees found that Barangay West Crame Ordinance No. 02, Series of 2022 to be in order and consistent with law and ordinance and has been approved the same on committee level.

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod of the City of San Juan, in a session duly assembled, that Barangay West Crame Ordinance No. 02, Series of 2022 entitled: “An Ordinance prescribing the parking fee for the Multi-Purpose hall parking spaces (Ground floor & Second floor) located at Block F Road 7, Barangay West Crame, San Juan City, subject to applicable laws, rules and regulations.” is found to be consistent with law and ordinance and is therefore valid.

RESOLVED FURTHER, that the approval hereof is subject to compliance to all existing laws, circulars, memoranda and rules and regulations.

RESOLVED FINALLY, that the copies of this Resolution be furnished to all concerned agencies.
