WHEREAS, Paragraph (f), Section 3 of Republic Act 7160 otherwise known as the Local Government Code of 1991 states that: “Local Government Units may group themselves, consolidate or coordinate their efforts, services, and resources for purposes commonly beneficial to them”;

WHEREAS, Section 16 of the above-mentioned law states that “Every local government unit shall exercise the power expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for efficient and effective governance, and those which are essential to the promotion of the general welfare”;

WHEREAS, Camarines Sur is a province in the Philippines located in the Bicol Region of Luzon. It is the largest among the six (6) provinces in the Bicol Region both by population and land area. It is currently headed by its Provincial Governor, Honorable Miguel Luis R. Villafuerte, and the Presiding Officer of Sangguniang Panlalawigan and Provincial Vice-Governor, Honorable Fortunato C. Peña;

WHEREAS, the City Government of San Juan, Metro Manila and the Provincial Government of Camarines Sur share a common desire and intention to promote and foster strong ties, mutual understanding, friendship, goodwill and relationship in which economic and community development can be implemented and strengthened;

WHEREAS, establishing a sisterhood relationship with the Province of Camarines Sur will strengthen friendship and institute a working avenue of communication in facilitating exchange of information and technology, urban planning policies and development, socio-cultural activities, income generation strategies, fiscal management, health care facilitation, public education intensification, tourism promotion, and other important aspects of local governance that are beneficial to both local government units, thus, leading to its growth and advancement and eventual self-sustainability; and,

WHEREAS, the City Government of San Juan recognizes the necessity of cooperation and coordination among local government units and favorably endorses the sisterhood relationship in the spirit of goodwill, peace and development.

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF SAN JUAN, METRO MANILA, BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, IN SESSION DULY ASSEMBLED, to establish a sisterhood relationship between the City of San Juan, Metro Manila and the Province of Camarines Sur through a Sisterhood Agreement covering the intentions for the benefit of their respective constituents.

RESOLVED FURTHER, the Honorable City Mayor, Francisco Javier M. Zamora, of the City of San Juan, Metro Manila is hereby authorized to sign the said Sisterhood Agreement for and on behalf of the City Government of San Juan.

RESOLVED FINALLY, let copy of this Resolution be furnished the Provincial Government of Camarines Sur through its Provincial Governor, Honorable Miguel Luis R. Villafuerte, and the Presiding Officer of Sangguniang Panlalawigan and Provincial Vice-Governor, Honorable Fortunato C. Peña. The Department of the Interior and Local Government and all concerned City Government departments and offices are likewise furnished for the information, guidance and reference.
