WHEREAS, Paragraph (f), Section 3 of Republic Act 7160 otherwise known as the Local Government Code of 1991 states that: “Local Government Units may group themselves, consolidate or coordinate their efforts, services, and resources for purposes commonly beneficial to them”;

WHEREAS, Section 16 of the above-mentioned law states that “Every local government unit shall exercise the power expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for efficient and effective governance, and those which are essential to the promotion of the general welfare”;

WHEREAS, on 8 August 2022, the Sangguniang Bayan of Gumaca, Province of Quezon, approved Resolution No. 449-2022 entitled, “A RESOLUTION PROPOSING TO THE CITY GOVERNMENT OF SAN JUAN THROUGH HONORABLE CITY MAYOR FRANCISCO JAVIER M. ZAMORA AND THE COUNCIL HEADED BY HONORABLE CITY VICE MAYOR JOSE WARREN P. VILLA FOR THE ESTABLISHMENT OF SISTERHOOD RELATION BETWEEN THE MUNICIPALITY OF GUMACA AND THE CITY OF SAN JUAN”;

WHEREAS, establishing a sisterhood relationship with the Municipal Government of Gumaca will strengthen friendship and institute a working avenue of communication in facilitating exchange of information and technology, urban planning policies and development, socio-cultural activities, income generation strategies and fiscal management, health care facilitation, public education intensification, tourism promotion, and other important aspects of local governance that are beneficial to both local government units, thus, leading to its growth and advancement and eventual self-sustainability; and,

WHEREAS, the City Government of San Juan recognizes the necessity of cooperation and coordination among local government units and perceived no objection to the proposed sisterhood agreement and therefore, accepting and endorsing its favorable recommendation in the spirit of goodwill, peace and development.

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF SAN JUAN, METRO MANILA, BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, IN SESSION DULY ASSEMBLED, to endorse and accept the proposal of the Municipal Government of Gumaca, Province of Quezon, for the establishment of sisterhood relationship with the City of San Juan, Metro Manila, through a Sisterhood Agreement covering the intentions for the benefit of their respective constituents.

RESOLVED FURTHER, the Honorable City Mayor, Francisco Javier M. Zamora, of the City of San Juan, Metro Manila is hereby authorized to sign the proposed Sisterhood Agreement on behalf of the City Government of San Juan.

RESOLVED FINALLY, let copy of this Resolution be furnished the Municipal Government of Gumaca, Province of Quezon, through its Honorable Mayor, Webster D. Letargo, and the Presiding Officer of the Sangguniang Bayan, Honorable Vice-Mayor Rico J. Bañal. The Department of the Interior and Local Government and all concerned City Government departments and offices are likewise furnished for the information, guidance and reference.
