WHEREAS, NCMH is a Special Training Hospital, mandated to provide a comprehensive range of quality mental health services nationwide and, under Republic Act 11036 otherwise known as The Mental Health Act, to expand its capacity for research and development of interventions in mental, neurological, and psychosocial services in the country;

WHEREAS, NCMH is under the Department of Health belonging to the Response Cluster on a national level, with several roles and responsibilities including training and capacity building;

WHEREAS, NCMH provides Mental Health and Psychosocial Support (MHPSS) Training, which aims to provide capacitation through an overview of existing interventions universally accepted and used/evaluated by Department of Health, MHPSS practitioners and partners during emergencies;

WHEREAS, the Mental Health and Psychosocial Support Team is managed and supervised by the Center for Wellness under the Special Concerns Units of the NCMH;

WHEREAS, NCMH has manifested its intent to promote and undertake cooperation to educate and capacitate its personnel to strengthen their knowledge, skills, and capabilities in responding to emergencies;

WHEREAS, the City Government of San Juan is tasked to provide quality and effective social services, pursue sustainable, inclusive, and equitable economic growth, and promote ecological balance through a responsive, transparent, efficient, and technologically-advanced governance in partnership with an empowered people towards achieving the city of excellence.

WHEREAS, NCMH recognizes the competencies of the City Government of San Juan through its leaders and members in performing its roles to continuously improve the City’s health care system;

WHEREAS, NCMH has manifested its intent to partner with the City Government of San Juan in the provision of services to its personnel and service-users;

WHEREAS, the City Legal Officer has certified that the Memorandum of Understanding is in good order and not contrary to existing laws, rules and regulations.

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, BY THE SANGGUNIANG PANLUNGSOD OF SAN JUAN, AND BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, to authorize the City Mayor, Honorable Francisco Javier M. Zamora, to enter into Memorandum of Understanding with NCMH for the implementation of the Mental Health and Psychosocial Support (MHPSS) Training in the City of San Juan.

RESOLVED FURTHER, that the authority, issuance and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules, and regulations.
