WHEREAS, the Philippine Development Plan (PDP) 2017-2022 lays down the national development blueprint for a more inclusive growth, a high trust and resilient society, and globally competitive knowledge economy that is anchored on AMBISYON 2040 to which all government entities at all levels shall contribute to attain as mandated by Executive Order (E.O) No. 27, Series of 2017;
WHEREAS, the PDP 2017-2022 adopted the full implementation of Republic Act (R.A.) No. 10354 known as the Responsible Parenthood and Reproductive Health Act of 2012 (RPRH Law) and the attainment of demographic dividend as a key development objective to further improve the socioeconomic growth potential of the country, particularly the reduction of poverty;
WHEREAS, the RPRH Law mandates the local government units (LGUs) to ensure the provision, at the appropriate level of care, of the full range of responsible parenthood and reproductive health care services, including all modern family planning (PF) methods, both natural and artificial, to all clients regardless of age, sex, gender disability, marital status or background;
WHEREAS, President Rodrigo R. Duterte issued E.O. No. 12 in 2017, the mandates of which are reiterated in various Department of Interior and Local Government (DILG) Memorandum Circulars (Nos. 2015-145; 2017-85), to spell out the roles of various national government agencies and LGUs in the intensified implementation of the RPRH Law towards the attainment of zero unmet need for modern family planning;
WHEREAS, by virtue of a Presidential and Cabinet Directive issued in 2019, the Commission on Population and Development (POPCOM) is directed to coordinate with relevant government agencies and LGUs for the intensified implementation of the National Program on Population and Family Planning (NPPFP) at all levels;
WHEREAS, the Local Government Code particularly, Section 17 and as reinforced by Executive Order No. 138 devolved to the LGUs the primary responsibility of attaining and ensuring the welfare and development of its people and their localities through the provision of basic services, including population development and family planning services;
WHEREAS, in support of the implementation of the NPPFP, DILG Circular No. 2019-100 was issued to specifically enjoin all LGUs to designate or appoint their respective Local Population Officers and mobilize all relevant local offices and instrumentalities for the intensified implementation of the NPPFP, particularly at the community level;
WHEREAS, under the same Cabinet Directive, POPCOM and the Department of Health (DOH), as institutional co-managers of the NPPFP, were mandated to provide technical support to government agencies and LGUs in the development, implementation and evaluation of the NPPFP strategies;
WHEREAS, as an emerging national and local concern, Executive Order No. 141 was issued in June 25, 2021 to declare the implementation of measures that address the increasing number of adolescent pregnancies as a national priority and called for a whole-of-government approach to consolidate national and local efforts to reduce the increasing incidence of early pregnancies among adolescents;
WHEREAS, the City Legal Officer has certified that the Memorandum of Agreement is in good order and not contrary to existing laws, rules and regulations.
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVEDBY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF SAN JUAN, AND BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, in a session duly assembled, to authorize the City Mayor Francisco Javier M. Zamora, to enter into a MOA with POPCOM-NCR for the intensified implementation of the NPPFP.
RESOLVED FURTHER, that the authority, issuance and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules and regulations.
