WHEREAS, Section 16 of Republic Act 7160 otherwise known as Local Government Code of 1991 states that: “Every local government unit shall exercise the power expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for efficient and effective governance, and those which are essential to the promotion of the general welfare”;

WHEREAS, prices of agricultural produce and other products are rising primarily because of the lack of capacity of local farmers and micro, small & medium enterprise (“MSMEs”) owners/producers to transport and market their produce to a consumer base;

WHEREAS, middlemen transactions between farmers/MSMEs owner/producers and consumer yield lower income for said local famers/MSMEs owners and producers and high prices of products available for sale to consumers;

WHEREAS, the City Government of San Juan and the Provincial Government of Ilocos Norte intend to provide economic opportunities for participating local farmers and MSME owners/producers to showcase and market products through a Producer 2 Consumers Program (“P2C”) in San Juan City;

WHEREAS, through the advertisement, various media coverage and campaign strategies, the City Government of San Juan and the Provincials to this Agreement are united in pursuing such initiative that empowers local farmers and MSME owners/producers their source of income, while also benefitting the consumers who will have access to low-priced fresh agricultural products;

WHEREAS, the City Legal Officer has reviewed the pertinent documents related to this matter and has duly certified that the Memorandum of Agreement is in order and not contrary to existing laws, rules and regulations and that the City Mayor may sign the same.

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, BY THE SANGGUNIANG PANLUNGSOD OF SAN JUAN, AND BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, to authorize the City Mayor, Honorable Francisco Javier M. Zamora, to enter into a Memorandum of Agreement with the Province of Ilocos Norte for the implementation of the Producers 2 Consumers Program (“P2C”) in the City of San Juan.

RESOLVED FURTHER, that the authority, issuance, and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules, and regulations.
