WHEREAS, Section 16 of the Local Government Code of 1991 provides that every local government unit shall, among things, promote the health, safety, and preserve the comfort and convenience of their inhabitants;

WHEREAS, Republic Act No. 11332, otherwise known as the Mandatory Reporting of Notifiable Disease and Health Events of Public Health concern Act declared he policy of the State to protect and promote the right of health of the people and instill health consciousness among them;

WHEREAS, the 2020 Revised Implementing Rules and Regulations of Republic Act No. 11332 (“IRR”) was passed to continuously develop and upgrade the list of nationally notifiable diseases and health events of public health concern, to ensure the establishment and maintenance of relevant, efficient and effective disease surveillance and response system at the national and local levels, to expand collaborations beyond traditional public health partners, and to provide accurate and timely health information about notifiable diseases, among others;

WHEREAS, the IRR provides that the DOH, in close coordination with its local counterparts, is mandated to implement the mandatory reporting of notifiable diseases and health events of public health concern;

WHEREAS, the IRR also provides that all persons or entities under Section 2 of said Rule shall report notifiable diseases and health events of public health concern in accordance with the PIDSR and their categorization or disease surveillance guidelines or manual of procedures that may be later developed;

WHEREAS, the City Legal Officer has reviewed the pertinent documents related to this matter and has duly certified that the Memorandum of Agreement is in order and not contrary to existing laws, rules and regulations and that the City Mayor may sign the same.

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, BY THE SANGGUNIANG PANLUNGSOD OF SAN JUAN, AND BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, to authorize the City Mayor, Honorable Francisco Javier M. Zamora, to enter into Memorandum of Agreement with SJMC for the collaboration and cooperation between governmental and non-governmental institutions for the effective strategies in promoting people’s health.

RESOLVED FURTHER, that the authority, issuance and approval hereof is subject to certain restrictions and to all existing laws, circulars, rules, and regulations.
