WHEREAS, Republic Act 7160 or the Local Government Code of 1991 mandates all local governments to formulate their spatial and multi-sectoral development plans: Comprehensive Land Use Plans (CLUP) and Comprehensive Development Plans (CDP) to promote the general welfare of their constituents;

WHEREAS, the Capacity Development (CAPDEV) Agenda, as a component of the Executive-Legislative Agenda, is a document that seeks to rationalize and strategically focus the capability building efforts of the Local Government Units (LGU);

WHEREAS, the CapDev Agenda shall serve as basis for participants of LGU officials and employees to various CapDev activities (such as but not limited to training programs, benchmarking activities, study tours, workshops, etc.) either local or international. It outlines the capacity development strategies, programs, and initiatives that the LGU has to undertake to address the identified organizational competency gaps; indicates target groups, and specifies recommended approaches required resources and timelines;

WHEREAS, DILG Memorandum Circular 2021-067 was issued providing for the adoption of the Capacity Development Framework in the planning, design and implementation of CapDev interventions of LGUs;

WHEREAS, LGUs are mandated to conduct a capacity assessment and formulate a comprehensive three (3) year CapDev Agenda which shall form part of the CDP-ELA to enable the LGU to map out the interventions that must be undertaken to address its capacity improvement needs:

WHEREAS, a two (2) day Seminar-Workshop on the Formulation of the ELA CapDev Agenda was conducted on September 27-28, 2022 at the San Juan City Sangguniang Panlungsod Session Hall, participated in by all elected City Officials, City department heads and other competent technical staff;

WHEREAS, the ELA-CAPDEV Team held a series of workshops to finalize the ELA-CAPDEV for 2023-2025;

WHEREAS, there is a need to legitimize this planning document to fully realize its objectives.

NOW THEREFORE BE IT RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod of the City of San Juan, Metro Manila, in a session duly assembled, to approve and adopt the 2023-2025 Capacity Development (CAPDEV) Agenda of the City of San Juan, Metro Manila.

RESOLVED FURTHER, that copies of this Resolution be furnished to all concerned offices for their information, guidance and implementation.
