WHEREAS, pursuant to Republic Act No. 7160 otherwise known as “Local Government Code of 1991”, the Local Government Units (LGUs) are heavenly mandated to ensure the rights and welfare of their constituents. Specifically on Section 17, it is stated that “local governments are mandated to exercise functions and discharge duties in relation to “programs and projects for low-cost housing and other mass dwellings;

WHEREAS, the Local Shelter Plan is the thematic plan periodically prepared by its Technical Working Group and Local Housing Board to articulate the objectives of the Housing Sub-Sector of the Comprehensive Development Plan and Comprehensive Land Use Plan;

WHEREAS, the Local Shelter Plan is a roadmap to address the shelter needs of both the formal and informal sectors of the City of San Juan;

WHEREAS, Executive Order No. FMZ-089, Series of 2021 entitled: “An order reconstituting the Technical Working Group and Planning Team of the City Local Shelter Plan” was enacted on August 19, 2021 by the Honorable Francisco Javier M. Zamora with the following member agencies: the National Housing Authority (NHA), Presidential Commission for the Urban Poor (PCUP), Commission on Human Rights (CHR) and the Department of Human Settlements and Urban Development (DHSUD);

WHEREAS, the Technical Working Group (TWG) and Planning Team of the City Local Shelter Plan is mandated to formulate efficient plans and projects for the welfare of the constituents of San Juan City;

WHEREAS, in collaboration with the Department of Human Settlements and Urban Development-National Capital Region (DHSUD-NCR) in the provision of technical assistance, the TWG and Planning Team participated in the activity entitled: “Training Workshop on the Formulation of the San Juan City Local Shelter Plan” held on July 27-29, 2022;

WHEREAS, through the collective effort of the TWG and Planning Team and the DHSUD-NCR the San Juan City Local Shelter Plan, the San Juan City Housing Board hereby recommend through the Chairperson for Housing, Land and Urban Development for the approval of this document by the City Council.

NOW THEREFORE, BE IT RESOLVED as it is hereby resolved by the Sangguniang Panlungsod of the City of San Juan, Metro Manila, in a session duly assembled, to approve and adopt the San Juan City Local Shelter Plan for CY 2023-2031.

RESOLVED FURTHER, that copies of this Resolution be furnished to all concerned department.
